Nachdem die letzte Stadtgründung in Niedersachsen auch schon eine Weile her ist, dachte sich der zuständige Herzog, man könne doch nördlich von Wolfsburg eine Messe- und Kongressstadt gut gebrauchen. Sogleich ging er ans Werk und nannte seine Schöpfung, zugegeben etwas sperrig, auch genauso. Damit jedoch war die Landeshauptstadt Hannover, die sich ebenfalls für eine Messe- und Kongressstadt hält, obwohl niemand weiß, weshalb, überhaupt nicht einverstanden und drohte allen Landen mit ewiger Verdammnis, sollte es jemand wagen, in Messe- und Kongressstadt eine Messe oder einen Kongress abzuhalten. Wie man auf dem Bild erkennen kann, besucht tatsächlich niemand Messe- und Kongressstadt, was aber wohl vor allem daran liegt, dass das Geld nur für ein Bahnhofsgebäude mit Gleisanschluss gereicht hat. Der Herzog wurde dann auch umgehend entlassen.
